modifying smart search

A developer whom I can't seem to reach , helped me to make an application which would return data from the synagogues listed on my site .The data would be the prayer times of the synagogues, and those synagogues are arranged by area of our city.
It is written in php, but it hasn't worked for some time ,and i can't get his help anymore, so I disabled and hid the page.
For purposes of this discussion , i have reopened the page ..

What I would like to know is could such a search function be done by using a smart search with tags
