Default Can't change categories unless logged in on the frontend

Here's an issue I've seen a couple of times recently. My site is offline (Joomla setting) and I've found that I can't change categories or move listings in MT backend if I'm not logged in to the frontend of the site. I can create entries within MT but can't designate their categories. Once I log in on the frontend all works well.

It isn't a big problem but why is it happening?

A request is made to the front-end of your website when you're changing categories. However, in recent version of Joomla, they are returning HTTP code 500 in front-end whenever you've set your site offline - that's why you're not able to change category when your site is offline.
