Comma Seperated search term Issues

We are having an issue with search in the directory. If we enter the term "Portland" we get the search results, if we enter "Oregon" we get search results. If we use "Portland, Oregon" we get no search results. Has anyone else had this type of issue with comma seperated search terms?
